President Donald Trump’s Chicago crackdown is forcing one of his more conventional US attorneys, Andrew Boutros, to balance the district’s entrenched apolitical traditions against escalating White House pressure.

An Illinois law reducing the fees merchants pay for credit card transactions would leave banks and other card issuers unpaid for the key services they provide for those deals, lawyers representing banks argued in court today.
