NATO's top military officials emerged from talks without a concrete plan to guarantee Ukraine's security – at least not one they were willing to discuss publicly.

Ukrainian President Volodymyr Zelensky has called for NATO-style security guarantees as a prerequisite for ending Russia's war of aggression. The guarantee must function like NATO's Article 5, Zelensky told journalists in Brussels after meeting with European Commission President Ursula von der Leyen.
